ClubCar Starting problem

Hi, I have a 1998 Club Car DS. I have rebuilt the engine and have tried to do all adjustments as per the manual. The only modification I have incorporated is the zip tie on the accelerator spring, I did this as the the motor was revving high enough, it would bog right down with two people in it it to the point where it would stop on damp ground or incline. The zip tie appears to have rectified this.

my problem is it often has trouble starting even when warm, it turns over but won’t fire. Normally I pump the choke a few times and it starts.Is this a problem with the fuel/air mixture on the the carburettor or is it something else? Another symptom, I’m unsure if related or not is that it occasionally backfired on start, usually after it backfires it starts.

yep ... i would put a new fuel pump in it
also new lines and filters
use carburetor cleaner every 8 fill ups
