Yes, but preferably on a trailer rated for the type of towing you are doing. If you plan to tow your golf cart on the highway, use a trailer that is rated for highway use and one that is able to handle the weight of your golf cart and gear.

Before going on the highway, be sure that things like the roof and body panels are bolted down tight. Make sure that any wind pressure will not rip any of the parts off of the golf cart during tow.

For short distances at very slow speeds, you can tow your golf cart by pulling it behind a vehicle with a chain or tow strap. Tow your gas golf cart with the shifter in the neutral position. Electric golf carts, especially with Regen braking need to have the switch placed in the TOW position as to avoid hurting your golf cart.
