Is it safe to run 95+ octane gasoline in my golf cart?

No. The stock compression ratio simply doesn’t call for it. Current golf cart manufacturers typically tell users to run 87 octane gasoline. If you hear any type of knocking or ticking in the engine while running, try running super. That's the highest you should go.

If you happen to be running a modified race engine with a very high compression ratio then, of course, you may consider purchasing a higher octane race fuel.
