Now if this is a separately excited cart and not a series cart then it could be the controller
If The motor runs in One Direction it will run in the other.
Under no load 3 to 5 Seconds probably no problem, field coils on a separately excited motor use much smaller wire than on a series motor and rated at no more than 20 amps.

First off that's not a larger motor that is a stock motor for the newer carts it's about a 375 maybe 400 amp motor that controller should have handled that motor just fine

The second solenoid with the coil is not a reverse solenoid for slower speed it is the regen solenoid. Also the second controller that you quoted is actually the rebuild price for the same controller yes it is but cheaper than new CTD

The only I repeat only thing that changes between forward and reverse is a forward reverse switch assembly as long as this is a series cart if it's a late 90s it could be a sepex cart
It is most certainly is an answer replace the forward reverse switch it will come with all of the other micro switches if they're shorted out they can't be bad
